Nearly two-thirds of the state senators in the upcoming 109th Nebraska Legislature will have two years of experience or less in the Capitol. Thirteen senators are being forced out due to term limits, with four others either choosing not to seek reelection or losing their races. This turnover will result in 16 newly minted senators, along with the return of former Sen. Dan Quick after a four-year break. However, this transition comes at a cost, as the outgoing lawmakers will be taking with them a combined 127 years of experience. The remaining senators will only have a combined 131 years of experience, resulting in a drop in the average tenure of a state senator from 4.6 years to 2.6 years.
The loss of experienced lawmakers will also impact leadership, with the Legislature losing chairpersons of eight standing committees and leaders of four special committees. Speaker John Arch noted that the turnover caused by term limits has become a constant in Nebraska’s unicameral system. To mitigate the loss of institutional knowledge, efforts have been made to expand and deepen the orientation process for new senators, providing them with the necessary skills and knowledge to effectively carry out their roles. The orientation process includes seminars, hands-on practice sessions, and meetings with former members and legislative staff to prepare the incoming senators for the upcoming legislative session. Overall, the expanded orientation program aims to help new senators transition into their roles smoothly and effectively serve the people of Nebraska.
