New U.S. export restrictions target China’s chip industry


The United States has launched its third crackdown in three years on China’s semiconductor industry, imposing restrictions on exports to 140 companies, including chip equipment maker Naura Technology Group. The effort is aimed at hindering Beijing’s chipmaking ambitions and includes new export restrictions on Chinese chip toolmakers Piotech, ACM Research, and SiCarrier Technology, as well as shipments of advanced memory chips and chipmaking tools to China. The Biden administration’s move comes just weeks before the inauguration of President-elect Donald Trump, who is expected to continue the tough-on-China measures.

The restrictions are part of an effort to prevent China from advancing its semiconductor manufacturing capabilities, particularly for military applications like artificial intelligence. The measures target high-bandwidth memory chips, chipmaking tools, and equipment made in countries like Singapore and Malaysia. Companies facing new restrictions include semiconductor companies, investment firms, and chipmaking tool makers, including companies working with Huawei Technologies.

China has criticized the US restrictions as economic coercion and non-market practices, stating that it undermines the international trade order and disrupts global supply chains. China has been striving for self-sufficiency in the semiconductor sector due to restrictions on exports from the US and other countries. The US is also planning additional restrictions on Semiconductor Manufacturing International Co., China’s largest contract chip manufacturer, and will add companies that invest in chips to the entity list to prevent sensitive semiconductor technology from being acquired by China. The new rules may impact US allies by limiting exports of chipmaking equipment to certain chip plants in China.
